Emergency Construction Cases | Modular Buildings Supporting Emergency Management

Aug 22, 2022

President Xi Jinping emphasized during the 19th collective study session on improving China’s emergency management system and capabilities that emergency management is an important component of the national governance system and governance capacity. It is essential to leverage the characteristics and advantages of China’s emergency management system and promote the modernization of emergency management capabilities.

Emergency engineering construction covers various scenarios, including natural disasters, accidents, public health incidents, and social security emergencies. It plays a crucial role in post-disaster sheltering, medical rescue, survival support, casualty reduction, and maintaining social stability.

In recent years, epidemic-related construction projects have become a top priority in emergency engineering. Modular container housing has emerged as one of the most effective solutions for epidemic prevention and emergency response projects, representing a new governance model for pandemic prevention derived from practical experience.

JHHY HOUSE has participated in numerous typical emergency construction projects, including:

Anyang Xiaotangshan Emergency Hospital (built during the outbreak of COVID-19 in 2019)

Central Government-Assisted Hong Kong Emergency Hospital

Xinjiang Epidemic Prevention Base

Laixi Emergency Isolation Cabin Hospital

Luoyang Third Hospital Fever Clinic Building, among others.

Anyang Fifth People’s Hospital – Isolation Ward Building No.1 (Henan)

Project Scale: 154 sets

Project Description:
During the Spring Festival of 2020, as the COVID-19 outbreak rapidly intensified, the Anyang Municipal Government of Henan Province requested the urgent construction of the “Anyang Xiaotangshan Hospital,” namely the new infectious disease ward of Anyang Fifth People’s Hospital, to centrally treat patients with COVID-19.

As a centralized procurement partner of China Construction Fifth Engineering Bureau (Henan Branch), JHHY HOUSE completed the production, delivery, and installation within 10 days from receiving the task.

The project has a total construction area of 3,000 m², with 2 floors and 154 container houses, including 62 patient wards.

Dongliangshan Epidemic Prevention Base, Tianshan District, Urumqi, Xinjiang

Project Scale: 600 sets

Project Description:
At the end of July 2020, the COVID-19 situation in Urumqi, Xinjiang suddenly became severe, creating an urgent need for large numbers of isolation wards.

At the request of the Urumqi Municipal Government, CSCEC built a new isolation ward complex in Dongliangshan, Tianshan District, to accommodate suspected cases and individuals requiring quarantine.

As a long-term partner of the CSCEC, JHHY HOUSE completed production, delivery, and installation within 20 days. The project involved 20 management personnel and 198 workers, completing four buildings (B5/B6/B7/B9) with more than 600 container houses, including 380 rooms with integrated bathrooms.

Hong Kong Emergency Isolation Cabin Hospital (Dormitory Building)

Project Scale: 330 sets

Project Description:
At the beginning of the year, Hong Kong experienced its fifth wave of COVID-19. Facing severe epidemic conditions, the Central Government approved the construction of an emergency hospital and isolation facilities in the Lok Ma Chau Loop area at the request of the Hong Kong SAR Government to enhance treatment capacity.

More than 20,000 builders from across the country gathered to rapidly construct this “Ark of Life” on previously undeveloped land.

JHHY HOUSE mainly undertook the construction of supporting facilities, including:

Warehouse and pharmacy buildings

Sub-control center equipment rooms

Medical waste stations

Sewage treatment stations

Qingdao Laixi Emergency Isolation Cabin Project

Project Scale: 380 sets

Project Description:
The Laixi Jiangshan Container Hospital and Emergency Isolation Site Project is located in Jiangshan Town, Laixi City, covering approximately 500 acres with a total construction area of 200,000 m², making it the largest and most comprehensive container hospital project in Shandong Province.

The project includes three main sections:

Container hospital

Emergency isolation site

Living quarters for medical staff

The emergency isolation area covers 128,000 m², mainly consisting of observation isolation areas and accommodation for medical personnel.

Emergency Isolation Cabin Project, Tengzhou, Shandong

Project Scale: 534 sets

Project Description:
The project adopts a modular integrated layout, allowing flexible adjustment of functions.

The overall layout includes three independent zones:

Work preparation area

Sanitary transition area

Patient ward area

Two separate circulation routes are designed for patients and staff, each with independent entrances and exits.

Facilities include:

Vehicle disinfection areas

Material storage warehouses

Offices and kitchens

Staff dormitories and parking areas

Isolation wards

Waste storage areas

Sewage treatment systems

Negative pressure suction systems

Xinjia Yuan Epidemic Prevention and Isolation Site, Wudi County, Shandong

Project Scale: 500 sets

Project Description:
In April 2022, JHHY HOUSE provided flat-pack container containers for the epidemic prevention isolation facility in Wudi County, Binzhou City.

The project was designed strictly according to infectious disease hospital standards, including:

Office areas

Medical staff areas

Patient wards

Medical technical areas

A total of 500 container houses were produced and delivered within 6 days, helping the county rapidly establish a strong epidemic prevention barrier.

Hukou Greenway Cabin Isolation Site, Yong’an Town, Zaozhuang, Shandong

Project Scale: 801 sets

Project Description:
Racing against time during the epidemic, JHHY HOUSE immediately established a special task force upon receiving the emergency construction order. Technical teams were rapidly mobilized, and construction was carried out day and night to complete the project before April 10, as required by the local Party Working Committee and Administrative Committee.

The project covers 127 acres, with a total construction area of 29,200 m².

JHHY HOUSE undertook the production and installation of 801 container houses (6055 × 2990 × 2896 mm). All units are single-story, and corridor sections use sunshade canopy structures, providing a more comfortable living environment for residents.

Project Scale: 350 sets

Project Description:
The project has a total investment of RMB 85.57 million, covering 6.591 hectares (approximately 98.8 acres) with a planned construction area of 10,940.53 m².

JHHY HOUSE undertook the construction of 350 functional container houses, completing the project in 12 days and delivering it successfully in early June 2022.

Sustainable Emergency Construction Solutions

Emergency construction must address both immediate crisis scenarios and long-term utilization.

By improving the reuse rate of emergency facilities, modular buildings help maximize economic and social benefits while saving public financial resources.
